Ann Howey
Senior Counsel
Ann Howey is a former federal prosecutor whose practice draws on extensive experience in civil litigation, health care, and the federal courts. As an Assistant U.S. Attorney in the Northern District of Texas, she prosecuted a broad range of crimes but focused primarily on wire fraud, bank fraud, embezzlement, and health care fraud.
Ann worked closely with investigators from the U.S. Department of Health and Human Services Office of Inspector General, the DOJ’s Bank Integrity Unit, the U.S. Secret Service, the FBI, and state health care investigative agencies. That experience informs her counsel to clients facing fraud allegations, banking and health care compliance questions, and government investigations.
Before becoming a prosecutor, Ann served as in-house counsel for Texas Tech University Health Sciences Center. She also served as a law clerk to a federal magistrate judge, working on civil litigation before the court, including pretrial proceedings in the R. Allen Stanford receivership. Ann began her career in private practice handling employment law matters and commercial litigation and later served as an attorney advisor for the Northern District of Texas.
Ann is a native Houstonian but has lived in West Texas for more than 30 years where she and her husband raised their two daughters. She understands the region and the businesses, institutions, and families that call it home.
